Spaced repetition has always been one of the most useful ways to make a large Primary syllabus stick: review material before recall fades, then let the interval expand as retrieval becomes easier.

How the old CW advice approached it
Start early, add only a manageable number of new cards each day, keep related cards together while first learning them, and avoid letting reviews accumulate into an impossible backlog.
